Is there a way...

...to scale an object only in X or Y?  In the "help" files I found the following that seems to be relevant:

"A scale action applied to a linear parameter scales the selected objects in the direction of the parameter."

What does that mean? Is that what I am looking for?

just make a block with your objects, make sure uniform scaling is not ticked. Then insert the block, again make sure uniform scaling is not ticked and fill in the x or y as needed.

Hi ggunn,

You can also scale objects by whichever of the x, y or z axis you wish by turning on Quick Properties if you have it (QP on the bar below the commandline, alongside the Object Snap), select the object you wish to scale and hover over the box that appears and look for the Scale X, Scale Y and Scale Z boxes so you can alter the scale of any of the objects. I know it works for blocks but am unsure of other objects.

Hope this helps.

Martin.
