Full and partial preview don't agree

I am having a problem with plotting tabloid, or 11x17 size drawings from a layout. In the layout, when my settings are tabloid/landscape, I see a vertically oriented sheet in the full and partial plot preview windows. When I set it to tabloid/portrait, full preview shows a horizontally oriented sheet, but partial preview shows it vertical. None of the views will put the drawing onto the sheet even when I say to center the drawing, and scale to fit. I get a warning saying the *origin* forced effective area off the paper. I don't know what origin it refers to. Does the viewport have an origin based on where I began to draw it? Does anyone know what I have set wrong? I swear, this plotting seems incredibly complicated (I'm a former LT97 user). I have read and read the documentation and can't seem to "get" it.

PAGESETUP command, set the layout as you wish to plot it. Then PLOT: no need
to preview it unless you change the pagesetup parameters. Unlike printing
from modelspace (your LT97 experience), in a layout you kind of have to
'pre-decide' how the sheet is oriented and have your viewports setup
accordingly before you plot. If you change your mind on the sheet
orientation, you need to go back through PAGESETUP and set it, fix your
viewports, then and only then PLOT.
