Creating transparent solid hatch?

I'd like to hatch a large area a solid color while still allowing the black lines within that area to read through the color. Whenever I plot, the solid hatch completely covers all of the black lines. Is there a setting that allows this transparency that I am missing?

Hatch patterns can't be transparent. Can you use
DRAWORDER to send the hatch pattern to the back, so the objects behind are
displayed and printed in front?

Thanks Dave. That works. It does require a lot of object selection to place things in front or behind but it does print correctly.
I found that you can also place the hatch pattern in paperspace and un-check the print paperspace last button. That method is even more complicated though.

Having layers, and putting items like Hatches on their own layer would
simplify the selection method and make DRAWORDER easier to work through.
