Am I scaling a drawing correctly?

I want to make sure I am scaling correctly. In the layout tab, I double-click inside the box where my drawing is, so there is a dark, bold line on the outside of my drawing. Then, I go to my viewports and scale it?... Don't I just keep on picking a scale until my whole drawing fits into the box?

(I am very new to this program, and learning on my own. If it gets too complicated for me, then I will choose to take a class on this)

Turn on the Viewports toolbar, then use the pulldown to
assign the scale you want to the viewport. You can resize
your viewport to fit the sheet if needed, and you can pan to
fit your plan in the viewport.

You need to take a class or spend time in HELP or pick-up a
good book.
