I don't think LT has the Action Recorder tool. I'm on my desktop at work so I,m using full autocad, but I looked at the compare products site and it doesn't list it for LT.
Not an option in LT: and no, it can't be added. As a general rule if you can't find it in HELP (it help notes it's not available) then it's fair to assume it's not an option.
