Are you selecting objects that are on more than one layer, or have text or
dimensions? Have you tried to create a DXF file without selecting objects,
just do the whole file? What version of DXF files are you trying to create?
What are you opening the DXF files in that you only see one layer?

Mark,

what software do they use to open the DXF? You can't do much wrong
when creating it. The DXF contains all the selcted objects including
text and dimensions. It may be that their software does not understand
the most recent version of DXF. They will have to check with their
software manufacturer. You may try to select a different (older) DXF
format (e.g. R12/LT2) to see if they get better results then.
