From reading your post I assume that the mouse jumps a certain distance when you move it?
If so, look at the bottom left of your screen. There is a row of icons. The left one is called 'SNAP MODE' Make sure that is NOT on. It should be grey instead of blue.

Some informationon your Hardware setup and OS as well as the LT vesion please.
There are two posts here that talk about slow performance with LT. I am wondering if yours may be similar.
