Palette location

On my screen I like to have my properties palette docked above my design center palette, but autocad is always changing their order. Is there any way to lock them in place?

I've found that even when I lock the design center and properties palettes in place, they still change position from time to time. Any other way to keep them from doing this?

At startup they switch places? No fix that I found, but I only keep up the
ones I use most, instead of all (PROPERTIES, ADCENTER or ToolPaelttes).

Yes, I think when I open they switch at startup. It's not a big deal, just a little annoying.
