Need markup capabilities for non AutoCAD users

I am looking for a way people unformiliar with AutoCAD can open a drawing (example of drawing and what I am looking for is attached) and basically highlight different sections to show order of installation of equipment. Hatch and hatch boundries will be too much for most and crowd the draiwng. We don't want them to be able to change the actual drawing, just highlight different areas with the ability to go back and edit the hightlighting they added. Any ideas on what would help? A new program or add on for AutoCAD? Maybe a way to share and mark up a PDF of the drawing? Any information would be helpful.

You can try the free program Autodesk Design Review, or maybe use Autocad WS if your people are using Mobile units like Ipad etc.

If you only want to stay with Autodesk products....
1. You plot to DWF, and these users use the Autodesk Design Review product to mark up. Your AutoCAD users then import those markups back into the DWG files and make the changes.
2. You plot to paper, and hand everyone a red pen.
3. You open several accounts for all your users at www.autocad360.com (the old AutoCADWS), upload your DWG files to that cloud service and everyone with a computer or iPad or iPhone or Droid Tablet or Droid phone can comment/markup/drawn on your DWG files but your AutoCAD users can incorporate those into the original DWGs still on your server.

If you want to go off the reservation...
- Plot to PDF and drag a freeware like FOXIT READER that also allows for markups on the PDFs. Your AutoCAD users then IMPORT those PDFs back in their drawings and do their thing.
