Layer States in viewports with Xrefs

Hi Folks I don't know if this has been posted before, apologies if it has. I have a drawing which has several x-ref's and set up in paper space with a number of Viewports.

I have tried to control the drawing using Layer States. This works for layers which have been turned off, it will restore them no problem, but if I freeze the layer in the Viewports it doesn't work.

What is going on? Has anyone ever come across a similar problem?
Any help would be appreciated.

Layer States do not apply to viewport-only settings I believe.

If you put the V-Port Window in "Model", open Layer Manager, you can freeze
layers for that V-Port only on the right side under Current View.
Don't forget to change the V-Port back to Paperspace.
