Issue setting position properties to blocks Autocad LT 2013

I've recently upgraded to Autocad LT 2013 from Autocad LT 2000. I am having issues when I select multiple blocks and try to apply the same Y position to them using the properties pallette. I have loaded LT 2013 service pack 2, but the problem remains. I did not have this issue with LT 2000, and I'm wondering if there are additional system variables that I do not have set correctly. It seems that sometimes a few of the blocks will move to the new position but not all of them. The result is occasionally different if I set UCS to World versus a new UCS I've selected with the Move UCS command.

 

Also, if I have moved the UCS, then attempt to relocate a block using the pick point tool in the properties pallette, the block is relocated to a location that is offset from the actual World UCS location. If I set the UCS to world, the pick point tool works fine.
