What's the point of this? I figured
this was for the hatches so you could set a hatch with no background
color. Instead it turns off all fills in the drawing.

That button will set the fill back to the "No Fill" state. If you selected an object that had a pattern as the current fill clicking this button would remove the fill. I am noticing different behavior on my end (still a bug) and have passed it along to the appropriate people.
