How to convert .DWF files back to the DWG format?

You don't unless you want to spend more money with a 3rd party vendor: use Google to search for them to see if they are still around. Realize too that there will be a loss of precision.

If you have a current AutoCAD version, you can reference in a DWF file and use it as the background of your DWG file.
