    What standard paper size do control /electrical engineers use in the USA?

    11x17 inches, a.k.a. ANSI "B" sheet.  Also popular in the past, and still used in some places, the ANSI "D" sheet which is 34x22 inches.  But the 11x17 B sheet is what I see more of today.
