Can you load WD/ACAD Elec. as a standalone and map to a server based
database instead of having it locally?

Yes, you can. In fact this is one of the recommended ways of installing AutoCAD Electrical when sharing across a network with others in your company. Simply change the paths in the wd.env file to point to the network locations.
