wire number

sometimes while giving wire nos, the lines of outer frame of template also get nos, sometimes nos go out of the template,
why so?

Any line on a layer defined as a wire layer will be numbered. You can check
what layers are defined as wire layers by opening the drawing and select
Drawing Configuration. Then select the Layers Setup button. In the upper
right of that dialog layers defined as wire layers are shown and this is
where they can be changed.

So to fix the problem you would change the lines to a non-wire layer or
remove the layer from the list of valid wire layers.
