Every time I open AutoCAD Electrical 2012 i come up with the following error "unable to communicate with project database service error" What can i do to fix this problem? if I open up the Error tab it says ythe following:

Any project i try to open gives me the "unable to communicate with project database service error"
Also if i try to insert an PLC i get the following error "Unable to load PLC Database:
C:\Documents and Settings\randall\My Documents\AcadE 2012\AeData\plc\ACE_PLC.MDB
does any one have any answers for these problems?
It sounds like something you have added or removed from your system has unregistered the Microsoft Ole DB components. You can try registering your OleDB dll again using the following:
regsvr32 %windows%/system32/ole32.dll
If that doesn't help, you will need to do a Google search ("Microsoft OLE DB Service Components" "Class not registered") for the appropriate solution as this is a Windows issue, not ACADE.

I had the same problem after running a registry maintenance program. I was able to fix the problem by doing an installation repair from the Windows add/remove programs.
This use to be caused by the MSJET DLL file not being correctly registered. You can try the following. This is for Windows 7, if you are using a different Windows version the DLL files might be in a different location:

I had the same error and I work with Windows 7 and AutoCAD Electrical 2014.
I tried to register the libraries ole32.dll, msjet40.dll and msjetoledb40.dll with the administrator privilege, but that did not resolve my error.
So, I tried to repair my AutoCAD Electrical 2014 (Control Panel > Programs and Features > AutoDesk AutoCAD Electrical 2014 > Uninstall/Change and then Repair) but that did not resolve my problem.
Finally, my solution was to rename my user profile folder “AutoCAD Electrical 2014” of “%appdata%/Autodesk” (equals to“C:\Users\<My User>\AppData\Roaming\Autodesk” in Windows 7 or “C:\Documents and Settings\<Mu User>\Application Data\Autodesk\AutoCAD Electrical 2014” in Windows XP).
Renaming this folder (for example by “AutoCAD Electrical 2014_OLD”), my user profile folder is recreated when I run AutoCAD Electrical 2014 for the first time.
I hope that can help anybody who goes to this forum to encounter a solution.

Per the attachment I cannot get ACADE 2015 to open. The results of Steve's test is included. The inital test being successful. Where can I find and insert the dll?
I tried it again and it worked correctly. I tested ACADE again and had the same issues. Will reboot and try again.
