"TEXTVALUES" on Panel Components

I have several additional default.cat user fields that I push onto my schematics using the "TEXTVALUE=" method. It works fine. However, I can not get it to work on a Panel Component. Is there a reason that the "TEXTVALUE=" method would work only on a Schematic Component and not a Panel Component?

Do matching attributes exist on the footprint symbol?  I haven't really ventured into the USER fields but I should think if you are pushing the information into an attribute on the schematic symbol it should carry over to the footprint.  At least it does for regular attributes.  The DESC attributes, for example do that all the time.
