Wire Number Issue

I am having an issue with a two page schematic
A wire on sheet 2 always numbers as wire 1 even though it should not, and the source/destination arrows reference the correct rung but have question marks for the wire number.
I have already:
1.) removed and replaced the individual wire
2.) run a drawing audit
3.) rebuilt the database
4.) updated the source/ destination arrows
5.) removed and replaced the source/destination arrows
6.) erased and replaced all non fixed wire numbers.

Anybody have a solution?

The network that is getting the ??? wire number means that it cannot resolve
the network that is coming to it from a source wire network elsewhere or
else the source wire network doesn't have a wire number assignment yet. If
this doesn't seem to make sense, please zip and email the two dwg set to
nate.holt@autodesk.com.
