Wblocked Circuit dialog box not appearing

It's been a while since I have inserted one of my WBLOCKED circuits and today when I clicked on the Insert WBlocked Circuit icon on the ribbon the dialog box did not pop up. The command box at the bottom showed:

Insert WBlocked Circuit

Block name:

Is there a setting that I need to check to make the dialog box show back up?

From the command line set FILEDIA=1
