Service pack for ACADE2013?

Hi,

The SNAP behavour changed in 2012 based ACAD versions but we got a hotfix for ACADE2012...is this same hotfix suitable also for ACADE2013?. When will the SP for ACADE2013 available as there are some other bugs also (Icon menu freezing etc)?

That wasn't a bug.  It was a new feature from the AutoCAD drafting engine that makes it easier to use grips to preselect drawing elements to edit.  The snap engages once a command is selected. The service pack for 2012 added a command prompt switch called SNAPGRIDLEGACY.  If the value of the SNAPGRIDLEGACY is changed from "0" to "1" the snap will stay on always, if set to on.  You can select SNAPGRIDLEGACY the same way with version 2013.
