Multi-Bom not on Panel

For example, I create a multi-bom item in the schematic consisting of a fuse holder and a fuse as item 01. In the panel layout drawing the schematic components list shows two items, the fuse holder and the fuse listed with the same tag ID.

I have been creating dumb blocks, one for the holder and one for the fuse. This creates an accurate BOM, but the multi-bom hierarchy is lost in the panel BOM report.

The exception report then reports that the mult-bom item 01 is missing as well as multiple instance and part number mismatch.

What is the correct procedure for linking the multi-bom hierarchy from the schematic to the panel layout and panel BOM.
