Fail to create Comm

After launching ACAD2007 Electric 4-5 times the program throws the error message "Fail to create CommCntrClientSink object" if you select the ok button the programs goes ahead and launches but with the error message acade.arx cannot find a dll file or other file it needs. the program will also fail to launch correctly if the conventional acad 2007 is launched

Are you saying that you are able to launch it 4-5 time and then this error
happens and then, maybe if you re-boot, you are able to launch it 4-5 times
again before this error happens or were you just able to launch it 4-5 time
total and now it will no longer work no matter if you re-boot or not.
