I was wondering if there was a way to change the standard text for attributes and for regular text. I am creating some block for our standards and wanted the all the text to be the same style.

Did you try the "Project Wide Utilities" Change attribute dialog?

if I understand that correctly, the "Project Wide Utilities" Change attribute dialog will only change the attribute text in a project. Is there a way to set the system standard to a certain text so when you create the block attributes they are already set to how you want.

Basically what I want is all my text on the drawing to be the same style and font. And what I have is a font and style for non-attribute text and a different font and style for attribute text.

You are correct. To change all text in a drawing to a specific style I use
the filter command as follows:
Command: Filter
' then set the object to type text add to list then apply
' next select all as follows
Command: select all
' this will highlight all text in the drawing
then issue the properties command
Command: Properties
' you can then change the style for all text as well as the height etc.
