2009 Electrical Copying Block To Current Drawing

We are experiencing a problem when using design center (Control + 2). When copying a block from another drawing to the current drawing the object appears in the drawing but it appears the command never completes. When this happens any work not saved up to this point can not be saved and the block can not be deleted or edited in the current drawing. The undo command does not remove the block but will undo any work done prior to and after inserting the block. When saving the drawing the following message appears:
Command: _qsave
Document "Drawing2.dwg" has a command in progress.
Hit enter to cancel or [Retry]: *Cancel*
For right now we have to open an entire drawing and copy the object to the current drawing. Any help would be appreciated. Thanks

I believe this was addressed in the AcadE 2009 service pack 1. Here is the
