Is there a way to not only show slope arrows on a surface but also label the
slope in percent or other format, near that arrow?

I don't believe you can add text to the surface analysis arrows that are
part of the surface, but you can label the surface with a two-spot slope, or
an instantaneous slope under the Surface-Label
