    different verticle and horizontal scales

any way to change the horizontal scale independent of the vertical scale, the verticle exaggeration cant do it if i am not mistaken

    from the help menu:
    Vertical Exaggeration
Specifies by how much the elevation values are increased in the profile view for greater visibility. Enter either 1 for no increase in scale or a larger number to increase the scale. The elevation values are multiplied by this value, so a larger number increases the amount of exaggeration in the profile view.

The drawing’s horizontal scale factor (H) is divided by the vertical exaggeration setting (X) to obtain the profile view’s vertical scale (V).

For example, if your drawing’s horizontal scale is set to 1”=50’, and you want the profile view’s vertical scale to be 1”=10’, then set the vertical exaggeration to 5.

Are you looking to exaggerate in horizontal? What are you attempting to
    accomplish with this?

The vertical exaggeration is controlled by the styles. Profile view styles
and section view styles have this setting. There is no real drawing scale
factor in Civi l3D. Sure there's that setting in drawing settings, but
    that's merely a visual thing.

I'm not sure what else you need.

I've always called it "stump the chump" but I like your definition better,
