Viewport Panning Problems in Paperspace

I am trying to make presentation sheets for my drawings using a single model space, and I am having trouble panning the contents of my viewport in order to do that. At one point I was able to click inside the view port and pan with the middle mouse button. For some reason now, every time I try to do that, the viewport it's nested in becomes active instead and I end up panning the entire paperspace (I don't know why the viewports are nested like that, my Professor arranged it that way and told me not to change it).
I ensured that the viewport I want to pan is unlocked, but that didn't change anything. How do I pan my contents?

CTRL+R allows you to toggle Viewports
