Is it possible to make a very thick line or small hatched object transparent so you can see the raster image underneath? I'm using Civil 3D 2008.

No, this is not possible.
However, instead of using a solid hatch which is completely opaque, use something like a net(ANSI37) hatching.
Not quite transparent but, you will be able to see through a bit more
