Is there a way in Civil Design to design for different types of inlets on catch basins, specifically the hood and grate type along a curb and gutter? Can it compute flow into the inlet at various roadway slopes? Amount of water that passes the inlet? etc.?

Hi,
As of now Civil 3D has no drainage design functionality at all.
If you are referring to Autodesk Civil Design which runs on Land Desktop,
then the answer is no.
There are no universally accepted algorithms for doing what you request.
However, many organisations have test data which can be incorporated in more
sophisticated drainage design software.
You may care to look at www.watercom.com.au and download a trial version of
their "Drains" software which has this capability.
CADApps has a program which enables you to use Autodesk Civil Design to
efficiently create the pipe network horizontal geometry, catchment areas,
times of concentration and pit types etc. for Drains which can then do the
Design and Analysis of the system and send the data back to Civil Design for
plotting. The entire process works inside Land Desktop.
I would expect programs like the Haestad software range would also have this
capability, but at about 3 to 10 times the price of Drains.
