Station Labels not Annotated in Paper Space

I am having a problem where my station labels are the correct size in model space, but when I switch to paper space they stay really small. I think it is a mm/m problem but can't seem to find a solution in the properties of the station label group. If I type a piece of mtext it works fine. Any suggestions out there? It's is driving me crazy.

    Thank You

Thank you it was the page setup that was incorrect.
