Startup problem seems to hang on "Loading AeciRibbon UiApi..."

We seem to have a problem similar to the tool tip disappearing problem. When we launch C3d it hangs on:
"Loading AeciRibbonUiApi..."
If we hit the space bar or return, it repeats the last command (in this case toolspace) and then returns to the command prompt. We tried unloading Raster and the problem goes away however this doesn't seem to be the best solution.
Loaded SP1 and then the Ribbon hotfix, problem is still there. We also stripped out all of our customizations and the problem is still there.
Played around a bit more and found if I select the Raster ribbon tab and exit C3d, when I relaunch (which it will then start on the Raster Tab) the problem doesn't occur.......
Any ideas for a solution.
BTW, this is running on a Win7, 64bit OS with 64bit program versions.

There are random known issues with AutoCAD Raster Design interfering with the UI of Civil 3D that are scheduled for a fix. At this point, you have the workarounds - either uninstall raster design or leave the ribbon on the raster ribbon when you close the program.

Not much of a solution. FYI, we don't have this issue with 2011.

Or should we continue with the workaround?

I am running AutoCAD Civil 3D 2012 SP1 on my desktop computer (with the Civil 3D workspace, Raster Tools included in ribbon) and when the command line seems hung up on Loading AeciRibbonUiApi, I click inside of the graphics area and the program immediately comes back.
I did some research in our internal databases, and was not able to find information regarding if/when this issue will be fixed. For me, this has never been a real "issue", since it goes away after my first click inside of the graphics area...although maybe other users are experiencing the issue more severely?
