Does anybody know how to import Quantity Takeoff Criteria to another drawing??? Created it even in the Settings tab, however when I start another drawing new Quantity Takeoff Criteria is missing.

You need to create that criteria in your DWT file so that when you start a new dwg, you'll see it. Creating any style in just any old file doesn't mean that it will be there when starting a new file.
To get the style from one file to another, open them both and drag the style from the settings tab into the dwhg window of the target dwg (not into the settings tab of that file).
