Well it certainly doesn't look like any defined coordinate system unless, maybe, it's truncated.
If we use Jeff's supposition that it's a PZNED or possible a PZEND then it looks like it's based on a local grid started at 10,000 by 10,000 and probably a Z of 100. The Z of 100 might explain the negative value in the second column.
If this is the case and you don't have equivalent points in the surface AND the Survey firm refuses to help then you need to hire another survey firm or pay the first one to get this in to the system you need. If you spece'd that the survey work was to be in a certain coordinate system then that's what you should have gotten. If a specific coordinate system wasn't specified then there's not much you can do about it without spending more money.
The only hope would be if you had equivalent locations in the Surface that you could use for a move, scale, rotate. Then you might get something close enough to work with.

If you drawing settings are correct and you imprted the point file in the correct format I would suggest bringing in a google image or surface and see where it falls as a referance. Hopefully 1 set of your data will line up with the google data.
