Aha, that worked. Thank you.

I also found the annotation scale, which is at 1:1.

With LTSCALE at 1, PSLTSCALE at 0 and MSLTSCALE at 0, the linetypes are displaying in both model and layout.

i changed the lineweight and it worked

Is this situations  solution elevation or psltscale or both?
