Layer visibility C3D 2012

I have a layer in model space that shows up, but in layout it does not.
It is NOT frozen in the viewport.
It is a layer in a C3D object (aecc_profile_view) and the layer is for profile Stationing, I have the C3D master xref'd into this dwg.
Any Ideas?
I've been working with autocad for 25 years so I'm pretty familiar with the software and layer control.
Can't figure this one out.

Do you have layer states on and if you do can you see if the layer states are up to date? I have seen this if layer is added after Layer States are created. That's the only thing that comes to mind, other than what you already mentioned.

I found the text, but it's super tiny.
Something to do with annotation scale in the master or the dwg it's xref'd into I'm guessing.
Time to tinker around, I guess.
