I want to set the default layer for hatching to a layer called "Hatch". Under Ribbon - Draw - Hatch - Properties, the only option I see is "Use Current Layer" or layer "0". How do I make it go to layer "Hatch".

Not sure about the ribbon or defaults, but you can create a tool palette that contains your standard object with layer defaults, scales , yada yada.
Create a sample hatch pattern on your standard layer, then drag and drop it on your tool palette. Now you can select that TP and the hatch will be created on your standard layer; even if the layer does not exist in the drawing the tp will create it
