Change the drawing settings of your QNEW template to Survey Feet.

What was your Drawing Settings Zone before exporting? Was it set to a US State Plane Zone, or was it No Datum, No Projection but still using Survey Feet?
In 2013, if I set my DWG to MA83F and export to AutoCAD, the ACAD drawing is MA83F.
If I only have the drawing set to No Datum, No Projection, but choose US Feet, they are lost in the export and set back to International.
Hope this helps,
Mike
