Create Surface Reference - AutoCAD Civil 3D 2012

We just upgraded to Civil 3D 2012 and Vault 2012 base. I having trouble being able to reference surfaces, alignments and networks as we did in the past from projects in the vault.

You're having trouble because it can't be done. The free Vault that comes with 2012 does not allow data referencing anymore. You need to implement Vault Collaberation. It is not free but it is far more capable that the Vault that came even with 2011.
