For anyone that has had an issue using Raster Design inside of Civil 3D and has been subject to your cursor hesitating over cogo points. Here is the fix:
1. open the cui
2. under customizations in All Files select "Rollover Tooltips"
3. in the right-side panel of the cui select Cogo Point
4. Un-Check "Style"
5. ok and close the cui.
You will not have any problems with cursor hangs using Raster Design again.
