running AutoCAD Civl 3D with the latest updates and patches. Doesn't want to copy and paste from one drawing to the other. The only way that I can make this happen, sometimes, is to copy/paste, when it doesn't work, immediately use insert command (with explode checked) and it will insert. Note, this is sometimes, not always. Also, most of my blocks that are used are required to be "exploded" to insert, especially annotative. Had absolutely no problems with 2012, using the same template, blocks, etc. Also, drawings are growing to alarming sizes. drawing with 200 lines and arcs only will be 4-7 mb. Have reinstalled Autocad and started new drawings from scratch. Talked with local tech support and no one has an answer. Crippling my work flow. Please HELP!!!!!

could be an issue of using a 2012 template in 2013.... you might want to make a new template drawing and see if the problem occurs from that template. I know that we've had problems in the past at my office with drawings either started on earlier versions or edited by a user on an earlier version and having those drawings not play nice in current versions.
