I was looking in to buying Civil 3D parts for my company. Does anyone know anywere I can get some. Any help would be great.

There are a few people on this DG that do that. I'm pretty sure that EE offers this too.

I don't know a lot about part builder and I've
tried this with no luck. Is it possible to create a simple object that has
negative height or is it possible to tie the bottom of an object to a
surface?
