C3D2013 - SP1 - Pipe Cross Section Label Issues

Thought this was fixed in SP1.
Dreffed storm drain pipe network into corridor/cross section source drawing.
Created sections with bands,
Added pipe lables.
Saved, Closed
Reopen - NO PIPE LABELS.
You guys got some sort of hidden weeding factor built in? or a set anchor toggles
Been running ACAD since 1981, I NEVER install an update until the First Service Pack has been issued (+3 months) just for this reason. My fix is finally here only to find it is not.
Install went smooth on both network and standalone machines as well as SP-1 install.

I tested this with the Pipe Networks 3B.dwg tutorial drawing and was unable to reproduce. I labeled the pipes in section view, left some stationary, and moved some to a dragged state. After a save and reopen, lables were still present.
Is there something specific I need to do in order to reproduce? Have you tested outside of this particular drawing/data set?
