Blocks for Descriptio n Keys

Hello All,
Civil 3D Newbie here.
I am making a directory full of the blocks we will use for the description key file to use. My understanding is that all of these blocks (manholes, hydrants, trees...etc) should be on layer "0" and of standard size. Manholes should be about 3' in diameter, transformer pads around 4' square....etc. Essentially, 1 = 1 true scale.
Is this true?

with objects scaled by the drawing scale it really doesn't matter what size the initial block is. The point is inserted into a box that is for instance 0.1' high in paper space. once you bring the point into a 40 scale drawing you have to play with the scaling until you get it close to the size you need. then once it works for one scale it will work for all scales.
