Is there a way to have cad automatically create a survey point when a surface point is added manually?

I don't think so, however, you could you a point group with a point range as part of your surface definition so that if you create a point that falls in that range it will make it's way into your surface after the point group and surface are refreshed. 

Survey points are meant to represent field observations, not design edits.
