I believe that MS feels that it's up to the software companies to be compatible with them. Autodesk just doesn't patch old version for new OS's. They're about to release 2014 are working in 2015 and are probably throwing things around for 2016. Plus they want everyone on Subscription so you'll automatically get the upgrade.
In the way-back when Land Desktop was Softdesk (fka DCA) we would have to wait months and months before they would release a version that was compatible with a new release of AutoCAD. So this is how things seem to work.
The only slight fault I could point to is that MS and computer suppliers wont let small customers order a machine with the previous version on the OS. If you're big enough they will. Of course you're always free to buy a new computer and install a valid license of Win 7 or any other OS you want. Out IT still puts XP on most of the new computers. Only the AutoCAD and ESRI users are allowed to run Win 7.
