With some help from you guys I think i have the whole point label think almost figured out. What I had started to do was to create point groups based on the rotation angles along with point label styles. This seems to be working. Although there is one small issue. But, i'm not sure what it is tied to. I have the survey drawing X-refed and in model space the elevations look fine. But, in the paper space some elevations look as if there rotations reverted back to 0. Not all of the points acted this way though. i believe they are all in one point group also.

Hopefully you guys understand my problem.

Try changing the properties of the label style under the General tab.  See saved attachment...

Thanks, Its was set to "Stacked Text", I changed it to "As Composed" and it fixed the problem.
