The rotation is available in the Structure Properties editor, but this property is not exposed (as of C3D 2012, haven't checked 2013) to the Properties palette or Quick Properties. Please add it to these.
Either that or highlight the structure (any Civil 3D object in general) in the Prospector list when selected.
