Water Elevations in Structures - Backflow does not work

I’m trying to do stormwater routing for subsurface Constructed Treatnment Wetland (CTW) cell with a pump station overflow.  I have my piping network layout and I have the flow set for hydrodynamic modeling.  When I run the analysis, the maximum water elevation at the nodes does not make sense.  When there should be backflow- it doesn’t back up in the system that way it should.  For example, my downstream node has a maximum water level of 40 ft, so my upstream node should have a maximum >= 40 ft (but it does not).   Is there anything I can do to fix this?  I am attaching the file for your review.
