Roundtrip Data between SSA and C3D to aggregate data???

Is there a method to export landXML parcels and catachment then merge them in SSA so the subbasisns have TOC values then export that as GIS to C3D then using MAP3D functions perform overlay analysis to add attributes for areas of land and soil type then export it to SSA again and end up with subasins with all the TR-55 worksheets filled out without the user actually manually entering any data? Then recalculate the TOC and flow based using the new subbasins? I diagrammed out a flowchart of how this might work but it is really complex and I am not a civil engineer.
